You must be careful with your link-building strategy, don’t submit too much links at a time, just by submitting your link to 5-6 sites a week should be enough, but you must be progressive. The quality of a good link is not only measured by the Pagerank, Google has also the Trustrank and some links with high Pagerank can hurt your rankings.

The link building strategy is a very important part in SEO, not only to increase your Pagerank, but also to tell Google which keywords you are relevant with. A good link is the one containing your keywords and coming to a relevant site to these keywords. This is logical, if authorities of a subject are linking you, this would mean that you are useful for people interested in that subject.
